Technical assistance on the definition of country policy and institutional reforms in the artisan fisheries sector in the BCLME region. The project aimed to improve the structures and capacities to deal with the environmental problems that occur across the national boundaries so that the Benguela Current Large Marine Ecosystem may be managed a20s a whole.
It included review and legal analysis of the various conventions, protocols, policies, national laws and institutional arrangements that govern and impact the artisan fisheries sector in the BCLME region.
Technical assistance on environmental due diligence; Audits in environment, health and safety in Portugal, Spain and Portuguese speaking countries of Africa; and Specific legal studies.
It included EDD on metallurgical plants, batteries plants, sanitary products plant; assessment study on the potential for historic soil contamination in a commercial area; study on the impact of adaptation of a site for solar power plant installation; study on programs regulating the greenhouse gas emissions from the industrial sector in Portugal.
Studies related with Ocean Wave Energy.
• Study on wave refraction using numeric models to improve the security of sea navigation on entering and exiting Mediterranean harbours and the use of wave energy on the Portuguese Occidental Coast.
• Study on ocean wave groups and their potential influence on the wave energy conversion systems.
It included data collection, development of the research and presentation of the conclusions.
Legal assistance on wind energy projects in Portugal.
Legal techincal assistance to the Ministry of Fisheries. It included legal drafting of the Fisheries Infractions Procedures and participation in the national consultation process; comparative analysis and legal drafting of the Sanctions Framework for Fisheries Infractions; legal advice on the existing sanitary inspections regulation; preparation of the accession by Mozambique to the UN Fish Stocks Agreement; liaison with the national competent authorities, including fishing communities.
Support of the SADC regional fisheries projects on strengthening the existing legal framework to provide an appropriate legal basis for the Monitoring Control and Surveillance of Fisheries Activities Programme.
It included Legal support to the Ministry of Fisheries in the discussion and revision of the existing legal framework on a Monitoring, Control and Surveillance perspective; drafting of new legal instruments regarding the Fisheries Offences Procedures; liaison with the national competent authorities and different stakeholders, including fishing communities; comparative analyses and best legislative practice for the new law.
Legal support on a national workshop on MCS, liaison with local authorities and collection and assessment of national laws.
Management of a research project regarding organized crime in the sphere of the environment in Portugal, within a partnership with BfU acting on behalf of the EU. It involved liaison with the competent authorities in Portugal; interviews of focal points; collection of the relevant documentation; final report.
Technical assistance in IUCN-commissioned project entitled “Development of Forestry Sector Protocol to the SADC Treaty” by reviewing and contributing to the synthesis legal reports from Angola and Mozambique.
Legal technical assistance to the Portuguese Government on the preparation and negotiation (Brussels and Geneva) of the following international and EU legal instruments:
